Running terribly

I pulled the valve covers today. I saw the heads were 14102193 which the internet says were factory heads for 350 TBI engines. So that suggests to me the engine may be the original 350. I didn’t notice any obvious problems. Cranked it and the valves seem to move as I expected.

I've always had good luck with the EOIC method. Basically you rotate the motor over until you pass the cylinder having both valves closed. Keep going until the intake opens and then starts closing. Once the intake starts closing, adjust the exhaust rocker. Then keep going until the exhaust rocker starts opening. Once the exhaust valve starts opening, adjust the intake. then move on to the next cylinder.
