Here are the diagnostics from the 95 factory manual for DTC 13. They seem to show a heated and presumably non-heated sensor diagnostic. Not sure which type went on the 95, but maybe it will help.

The DTC tables are in the file named Drivability, Emissions and Wiring Diagrams. The first file is the mechanical portion. Kinkos or something could probably print it all out.

Do #4 check above. Unplug the O2 sensor, get a DVM and measure the voltage on the plug side to the pcm and see if volts are between .35 - .50 volts DC is across the purple and tan wires with the key on, engine off, cold engine.
If not, then keep the DVM on the purple wire and touch off the other DVM probe to somewhere on the truck body or engine and see if between .35 - .50 volts DC between purple and "ground"

Make sure your temp sensor is good too. The DTC 13 is supposed to only go on if the engine temp is is at least 158F, not 10 seconds after a cold start.
