NP8 - Low range works but no 4wd

I am having a strange (to me) issue that maybe some of you can clarify for me. I have a 1999 suburban with a 6.5 turbodiesel and an NP8 transfer case with the Auto Track auto 4wd system. Four wheel drive does not engage, but low range does work at the rear wheels, just nothing gets sent to the front wheels in any 4wd setting. The front actuator is tested working and engages the front driveshaft to the front wheels but the transfer case does not engage the front driveshaft. Does this indicate an encoder/shift motor issue or does this mean that there is a physical issue inside my transfer case? I have not yet pulled the encoder motor (yet) for further testing.

Front axle engages, no power from the driveshaft to the front axle?

Yeah, that sounds like a transfer-case issue. Encoder motor, shift forks, broken chain...that sort of thing.
