4.10 gears AND LS swap. A cammed 5.3 LS will destroy any TBI small or peanut port big block with a cam and tune as well. I would know, I have them all. Even the LT 5.3 in my 2021 Z71 burb is no joke, it seems as rowdy as my cammed 2009 5.3 burb.

If I down shift to third it will rev to 3800 rpm but it’s not pulling. Then when I shift back to fourth the rpms drop too much. I am talking going up a slight grade pulling 4500 lbs. I am sure I could wind it 4000 rpm but I don’t as there is no benefit to doing that. I just gave the truck a tune up. It is running good.

Could be floating weak valve springs? Once they float you'll lose compression when they hang open. Are the manifolds screaming hot? Pull the dist cap, bar engine to 0*. Then rotate back and forth to see when the rotor moves. My 93 454 with 310,000 miles on stock chain had 12* of slop...

Find a trashed gen V 454 engine, grab the accessories/brackets etc, some gen VI or non-peanut gen V heads, slap a roller cam in a std deck height 598 with holley efi

Running iron headed 10.5 compression towing 5k on pump gas is the absolute last thing he should do. Jeez...

Your 5.3 LT would not destroy my old TBI 350 in any way shape or form loaded or unloaded.

You also realize a peanut port big block can make some pretty strong power numbers and torque numbers that a 5.3 could only dream of on nitrous or boost.

I have a cammed/tuned 2009 5.3 Suburban (has stock 243 heads with LS6 springs and LS7 lifters), brand new 2021 Z71 5.3 Suburban, and up until recently a couple (sold my brown one) of the ol' gen v 454s both stock and modified, run them the same time the 09 is the quickest even with its 3.08 gears. I've had TBI gmt400's since '93 in highschool days starting with my 1988 Sierra 5 speed single cab long bed half ton pickup, to present. Bought a 2001 Z06 new when I got my first jobby job out of college. I race Turbo Buicks as well. Tune and cam up an LS and it much better than stock. The stock computer tables kill a ton of TPS input, that's why everyone thinks the LS has no torque around town, its the programming to start. My 2015 Denali crew cab 6.2 8 speed was as quick as a stock 87 Grand National, even in the rain in 4WD...

Run that 598 on pump gas easily. See motortrend engine masters episode for reference. I'm running domed pistons in my 454, cam, intake, exhaust, holley efi on my 454, it pulls to 5000 then its basically done making power, that 5.3 is quicker. Yeah I shift the 5.3 at 6000 even though it should be good to 6500, feels weird revving it that far since the stock tach only goes to 6. Did it a few times, it was fun.

OK, time for a drag race and towing test! Make sure you get it on video
My vote is for the LS and that’s based on experience. My 350 TBI was a complete turd. Everything about the LS engine is better and they respond better to modifications like cam swaps. Superior heads, fuel injection and bottom ends are all better.

I went down the TBI bolt on route years ago around year 2000 on my TBI truck, I threw everything in the edelbrock catalog at it, cam, headers, intake manifold, single 3 inch no cat, even chip and holley 670 2bbl projection unit with the intake ported to 2 inches to match, valve springs, roller rockers, K&N. It was still dog slow because the stock swirlport TBI heads are junk and you can't easily bolt on more compression...

Don't get me wrong, I love my 454 93 burb, it rocks, everyone up north everywhere I take it gives it a 'hell yeah brother!' but if I want to tow further than 30 miles I hook up the 2021 burb.
