That should rule out the blower switch. Unplug the relay and see if you get varied voltage on the dark blue wire (coming from the resistor) for low, med1 and med2. If not, then the resistor should be the culprit.

If you do get voltage, then the relay must not be switching somehow.

All blower motor speeds now working. Turns out the auto parts store sold me the wrong relay - it had four terminals instead of five. Put the right part in and, voila! I am fully functional.
