Lighting issues

Hello I need help identifying the problem on my 1993 c1500. Whenever I connect the battery the high beams are always on and cluster lights as well. Whenever I switch the low beams on they light for a second then shut off afterwards they don’t work. I have checked all grounds and replaced both headlight and dimmer switch. Turn signals also don’t work I have replaced the relay for both turn signal and headlights. Any info would be greatly appreciated.

Where did you check the headlight grounds? Do the brake lights work in back?

I put them back into factory position. Yes brake lights seem to work when I step on brake pedal. I missed a ground under the dash but I’m still having issues. Hazards pop fuse and so do turn signlals. I’ve already replaced many parts but still can’t find the issue.
