The bottom cover to my HVAC has some holes in it. Not a big deal if all you want is heat but not so much for A/C that you want in the top of the cab. It looks like my heater core may have been replaced looking at the stains. So photo 1 is washing and drying. Then sand the inside well with 80 to 100 grit about an inch out around the hole. Take some stiff paper. I used "tag board". It's something like cereal box paper. Trace the outline of the hole to patch. then place it under your glass cloth and trace what is on the paper. My cloth is 6 ounce. I think most of what you buy at the auto parts places is 8 ounce. Doesn't matter. I cut three pieces. Then I used packing tape on my tag board to cover the INSIDE.
