Not necessarily, there is a HT383e for 96-99 with the vortec style engines. Those numbers are with everything bolt on/off the stock 350 vortec

I find it difficult to believe that it picks up 68hp and 114ft/lb of torque from 33 cubes and a marine cam. The website doesn't specify how they got the numbers, and I seriously doubt it's with a stock PCM capping max torque at 85%.

Part of that is net rating vs gross. A stock L31 is around 280-300 hp and 360-380 tq at the crank with the PCM tuned and no accessory losses. So that would be more like 20-30 hp and 50 ft/lbs from the 33 cubes and marine cam.

That's exactly what I was getting at, all neutered down with stock half ton exhaust, accessories, and stock tune you won't see those advertised numbers.
