Looks like fender to center of rim is front 17" rear 18"
How much has it been lowered?

So with those measurements what is the estimate on how much it has been lowered?

The off-set (ET) on the Impala wheels is 6mm.
The off-set (ET) on stock 94 Silverado wheels is 10-13mm.
