That is what the inside of my truck looks like with the headliner out. I can't really say if it did or didn't come with one. I don't think many, if any, came without one.

Even the basic work trucks had a vinyl headliner. I remember crossing my eyes and making the little perforations line up on my dads old 95 when I was a kid.

Looks like all of them the 400 has a double layer roof. Get a factory headliner, get the a and b pillar trim since yours is base model

There's 2 sizes of headliners for these trucks.
The small one is the basic standard in the '95+. It doesn't go right to the very back of the roof nor right out to the sides. For that H/L the short 'A' pillar plastics are all you need.
The larger H/L requires the earlier style of plastics which are the long 'A' pillar covers that go rght over the top of the door, the 'B' pillar plastics which tie into those longer 'A' pillar covers. You'll also need the large ones that goes over the above & below the rear window. Those also tie into the longer 'B' pillar plastics. window.
That large upper rear cover can be a pain to remove from a donor without braking the tabs that fit into the 'B' pillar covers. The trick is to remove the 'B' covers from the bottom & carefully slide them out from under the upper rear plastic.
