Factory keyless entry problems

99 c3500 I can not get the factory keyless to go into program mode by jumping number 4 and 8 of the dlc. I have done this a bunch with these trucks and never had a issue. Anyone know where I might start to tracking down the problem?

You're sure the truck came with it from the factory? Should show up in the RPO codes in the glove box

As above, it would be RPO code AU0 on the glovebox label.
