There's a pretty significant chance that the handle has broken internally and you'll need to replace it. I had one fail exactly like this in my red '97. They crack in the thin part of the handle, just far enough past the door panel that you can't see it from the outside. Seems to operate normally, but the crack prevents them from operating through the full range of travel.

Yep it's probably broken. What happens to these, is the handle you grab to open the door, twists with use and eventually breaks. If you've noticed that the door handle seemed to need a little extra grab on it, or you had to yank it a little harder, to make it work, and then THAT didn't work, that's what has happened: it's broken internally. I have replaced all 4 of these in my Burb in the last 6 months.
Good thing is, they're not expensive if you buy from Rock Auto or other online vendors, and they're not hard to replace. If you have basic tools, a drill and rivet tool, and a couple of pry bars, it's an hour job. There's videos on YouTube on this; I think 1A Auto is the one that I used on the back door, but there's several other people have videos on this job.
