Considering chrome rear bumper rehab...really cheap

I've gone through a couple of bumpers, and this rechrome bumper I got several years ago is still solid, but has peeling chrome in the corners in the step. It's all still there, just not secure to the bumper anymore. I'm careful no to touch it because I'm pretty certain it would cut. Short of taking it to a plater, or a blaster, for stripping, how could I remove that peeling chrome so I could use a spray can of bedliner on it?

My best guess it try to grab the chrome with pliers and pull it off, then try to sand/grind whatever is left down.

The chrome that is still solidly attached, I assume could be scuffed with sandpaper or one of those flapper disks before spraying.
