Not sure if it was a different assembly plant, but my 1997 did not have a white wire in the harness for a topper, it did however have the orange and blue taped up in a loop at the rear driver's side.

they make a box you can tie to both brake lights to create a 3rd brake light wire.

Yeah this sounds like it, I didn't kno Chevy ran a factory wire for campers and canopies. Is it supposed to have a plug ? This is just a bare white wire.
