Actuator engages the passenger side axle shaft. Even engaged both wheels should turn freely.

More likely than not you have a sticking caliper.

Update, found my problem my cv axle was busted causing it to have a catch. I could get it to turn but I had to use an excessive amount of force. Removed the cv axle and problem solved. Not replacing it until I install a diff drop. Second set of v axles this year.

You will destroy your hub if you drive it with no CV axle.
