95 blower motor

i put a new blower motor, and on 4th speed it makes quite a noise but the air is pretty lousy and it doesn't blow my top. not what i'd expect from a mid 90's car. the actuators are working. so is it because of non sealed blend doors/air duct/heater module?
also 2nd and 3rd speeds are the same- a faulty resistor?

Make sure the squirl cage is spinning the correct direction. Got one once that was reverse of what I needed. Acted a lot like yours. I just reversed the wires. Good luck with it.
