I actually had it fog tested. No vacuum leaks. Went through everything when trying to figure out the lean code.
Exhaust leaks can also do it. Fog test might not show an intake gasket leak on the inside. I've seen it where the gasket is leaking into the valley and causing drivability issues. You will usually have oil burning and fouling issues on a few cylinders if that is happening though.

Isn't there an RPM range that the TC locks up, and below that it's unlocked? And refresh my memory, which is better for towing?
Locked in 3rd gear is better than unlocked in 4th gear.

Converter lockup is dependent on multiple factors, but in general happens around 40-ish mph depending on gearing.
