If you're still getting RPM jumps and surging, changing the cap and rotor plus the coil helped mine. I know @TheAutumnWind has been participating in this thread, I just thought I'd throw it out there for others.

You failed the original module, you failed the replacement module.
Time to look at the ignition coil. A partially-shorted coil can provide enough spark to run the engine, yet draw enough current from the module to cook it.
An ohmmeter cannot tell you the ignition coil is good. It can tell you that it's bad. There's a difference. Hidden flaws may not show up in a resistance test.
