1996 Tahoe Push button 4 wheel drive problem

I am having a problem with the four wheel drive engaging on my 96 Tahoe. The transfer case is shifting in and I removed the actuator on the front axle and applied power and ground to it and it extended. My question is does the dash switch engage the front axle? Or is it like the manual shift transfer case that uses the switch on top of the transfer case to engage it? Any help would be greatly appreciated.
