Was so frustrated with mine I gave up the idea of using the new gasket and went ahead and installed the old gasket on the new spider.
Think I came pretty close to pulling the studs out of the new spider while trying to pull it up into the cover, that's when I gave up / went ahead and installed...

I'd be just speculating, but after looking at some images / info, it appears as though maybe the t-stat housing only has 2 holes for two bolts.

Not sure if it helps, but it looks like the height of the frame and width between the rails is listed for the very rear (inside dimensions).

Mine is a 1999 5.7 (bought it new) and from what I remember, when working on it over the years for things such as water pump / steering parts etc, that lower was always a pain to deal with.
As can be seen in the pic above, even with electric fans which have their own shroud, it still contacts...
Op mentioned a relearn which I think is a passlock term, that relearn (leaving the key in the run position for extended periods of time) process is probably counter productive in the case of trying to get the starter to turn, discharging the battery isn't going to help solve that.

I don't have a suburban and am guessing the OP has a 1994 judging by previous posts.
Looks like some straps may be missing or broken in your pics, when comparing to these here parts diagrams...
I"d guess that even if a 1998 or later evo/passlock module can be found or is already installed, a 1997 wire harness would still be missing three wires.
At the connector for the module in a 1997 there should only be 10 wires, a 1998 and later should have 13 wires (the three added wires for 1998...
I'd guess the large bracket you have pictured there may replace part number 6 here.

It looks like the same things are missing there.
Not sure about the model year on this close up, but it shows some terminals are missing where there are no fuses.

The way I did it was (since removing the DRL fuse kills the DRL lights), I ran some wire (using fuse taps) from where the fuse originally was (side of the dashboard) to a toggle switch, also installed a separate inline fuse to protect the circuit.
