    I'd call it a fender brace.If you try to remove it be careful not to break the bolts,maybe a little PB Blaster on those bolts.If you break one you're gonna have a floppy fender.Maybe just leave it alone.

    Also I had problems with bad ICMs making it run like crap at idle,finally got a good one(Delphi if I remember correctly) and it's been fine for a few years.
