94 3500 doesn't seem to shift when 4 low is engaged

So finally got around to picking the truck that I wanted after looking for a month and a half. It's a 94 GMC 3500 crew cab 4x4 with a 454 and 4L80E transmission. Everything seems to work fine except for when four low is engaged. When four low is engaged it doesn't seem to shift through the gears...

Suggested spacers

I have a Dana 60 on the rear of my Suburban and wanted to put on some wheel spacers. I can't seem to find any that are directly for that axle does anybody have any suggestions. Looking for 2"

I am changing out the valve cover gaskets on my 98 Suburban. I just did the driver side which was fairly simple I've done them before but not on this new of a truck. Most of my experience comes from working on Chevys in the 70s and 80s. My question is do I have to remove the which I assume is...
