How do you know “new low mileage engine” didn’t have issues already?
I honestly don't went back through checked valve lash and ran compression test all are in margins of normal compression is on high end of normal

I went back switched all the electricals from old engine to new engine earlier and did ecm reset the only thing I haven't done is switch the distributor because when the rod snapped it flug up and broke cam shaft didn't know if the old distributor shaft was screwed or not

Hook up a scanner, get all the info, compare to where data points should be at.

Will it go beyond 2200 in neutral or park? Maybe in Limp mode.

Connect a scan tool, look at the data stream. Verify EVERY sensor. Make sure the engine is not running in "Limp Home" mode, or that some (aftermarket?) security system is unhappy.

Assure that the throttle cable is connected properly, and opens the throttle fully.

GM has used a rev-limiter to prevent excess RPM in Neutral or Park. My '03 Trailblazer won't rev over 3000 rpm in Neutral or Park. I don't know if that sort of limiting was done on the Vortec GMT400s, though.
