Can someone explain this switch to me as it pertains to our trucks? Is it a redundant neutral safety switch?
The bushings have turned to dust and the one end was disconnected for the longest time. The rod pulls completely out of the switch.

Well that makes perfect sense. Thank you Richard. I think I’ll throw it in the trash rather than trying to find bushings.
They occasionally go bad causing people to wonder why they can't get their 95-up GMT400 out of park. Sometimes before they get their answer that it can simply be disconnected, they've reefed on the shifter so hard that it breaks the shifter assembly.

I think mine is on the seat, or maybe the floor of my truck someplace. I removed it, thinking that was why I couldn't shift into park, but it ended up being a worn out shift cable. I don't plan on re-installing it anytime soon.

It doesn’t interface with the cruise control in anyway does it?
Not in the least. Unrelated circuits. It is strictly to force that brake pedal press before shifting out of park, which was a safety feature introduced in '95 models (or '96 possibly?) can't remember exactly which year. Pretty sure it was some federally mandated thing. The only difference with it removed is you can shift out of park without pressing the brake, as long as the ignition switch is unlocked, of course.
