Even if you did, not only is the truck further ghetto rigged but that slit won't help with the aforementioned tilt to get the starter in.
The starter will go where it needs to go the only thing is that the stud hits where the bolt is supposed to go through the starter. The slit in the starter should make the starter tilt and go right in

It’s forever going to be an issue. Are any assurances there not other issues with that engine? Have you seen/heard that engine run?

yea but I don’t know what else to do to make it work. I haven’t seen the engine run. The guy said it ran when he drove it into his yard but I don’t want to take his word for it but I didn’t want to open the motor and have to retorque and get new bolts.

With the inspection cover removed the starter should be able to be twisted slightly to clear the trans and slide right on the stud.

If it were ME personally I'd look for an engine in better shape, that you've heard run. I don't like the way any of this sounds. My kind of luck would be starting that engine up for the first time and having 2 lbs of oil pressure, a rod knock, 3 flat cam lobes, and a blown head gasket or 2.
but that's just me, and MY luck.

Yea with my luck it would probably be the same. But the guy I bought it from called the other day and I was talking to him about the stud and all that. Idk it could run but also could not. You can never trust people too much these days. I would look for another one but if this one runs good then I’ll run this one until it goes. If not I’ll get a built one or something. Just expensive

PMGR starter for reference. I would also make sure to run a forward brace since the mounting hole is comprimised. The Vortec starters did not come with one, but it would be easy to fab one up.

FWIW I also have 4 x 6" long pieces of 3/8-16 all thread rod. On the end are two nuts that are double nutted. On 2wd stuff I put them in place of bellhousing bolts. It allows me to slide the transmission back without having to restab and realign the trans using a transmission jack. I have used them for rear main seal and flex plate replacements for years.
