I looked at a 1999 GMC Suburban and the area around the yellow side parking lights and lower turn signals (the area under the head lights) was seemingly unconnected…it was the same on both sides but I’m wondering if it is supposed to be that way or has this truck had some front end work that’s unreported.

any light you could shed on this for me would be appreciated

You mean like the grille? I know a bunch of aftermarket grilles don't fit right around there. Both of mine needed to be anchored down with small screws behind turn signals so didn't look like crap.

it is stock but yet...the front facia includes the grill...I'm talking about the lower corners that should be body colored under the side marker lights and front turn signals...

the one I looked at this lower portion was not attached to the truck...the top portion was...

Mine is somewhat loose in that area. The bumper filler attaches to core support with screws and a hook shaped tab slides into a slot in the lower fender filler piece (blue lines). The grille snaps into several clips on the bumper filler (red) My original bumper filler had broken clips so the grille was not held in place well against the fender. After replacing that piece it fits better but there is still a small gap and some play. I’ve contemplated using some double sided tape but have left it as-is for now. Diagram from LMC
