Starter won’t turn flywheel

Hello I own a 99 Chevy Tahoe and the other morning I get up and my starter only spins like a fan sound changed starter and still does same thing. I have brand new battery. Can’t figure it out

Is the small terminal on the solenoid tight? Wire and the terminal post itself? Cause if it isn't, the solenoid won't engage and pull the bendix drive out to contact the flywheel.
My 99 5.7 Burb, when my family got it, had issues with starter hitting bad places on the flywheel. The cap and rotor had carbon tracking inside, and sometimes that made the truck try to fire 2 cylinders simultaneously. Eventually it got bad enough that the starter had to be replaced multiple times. The last time, the starter end frame/nose cone was in multiple pieces.
Replaced cap and rotor, starter and flywheel. No more issues for several years. Then in February of last year, it developed a hot start issue. That was rectified by cleaning the starter, replacing the long positive cable ( the one that goes across the fan shroud), cleaning the other cables and connections, and tightening the small "ignition " terminal on the solenoid. The wire from here goes to the ignition switch, and activates the solenoid electromagnet to pull the bendix arm out and throw the bendix gear into the flywheel teeth. Good grounds and clean and tight connections are important on these trucks. Even a very slightly loose battery cable bolt can create problems.

Haven't heard of it on a GMT 400 but some other make flex plates have been known to fracture in a ring so that the outer part with the ring gear (and torque converter) is no longer attached to the inner part attached to the crank. So the TC and ring gear spin but not the engine. Remove the cover plate behind the oil pan to check on the flex plate.

If it's a 4L60E like my Burb, there's a little tin cover plate, about 3" wide, that snaps into the bottom of the bell housing. You can see a little bit through this hole, but a better view is possible if the flywheel cover is removed. The flywheel/flexplate cover that bolts on is a flat plate behind the oil pan. You'll have to take the starter off to fully remove this one. The screws are 10mm head IIRC. A ratcheting box end wrench works well for these( there's not much room for anything else even on a 2wd). The screws are sort of self tapping, so be careful in removing and installing them since they go into the transmission case. HTH

Turns out my flywheel is absolutely Fuked and I don’t know how me taking the tranny out is going to go because I don’t have 1000 bucks to fix

did you give the starter a smack with a hammer? my old 94 burb was missing all kinds of teeth on the flex plate. sometimes i had to put a pipe wrench on the fan and give it a turn. then the starter would engage. well until all the teeth were missing.
