This is what happens when a vehicle is not prepped properly prior to painting, I took a spreader to the whole truck and could scrape all the paint and primer off right down to the factory paint. Would this show up right away, no. It would have taken some time but as soon as some rock chips formed or the paint started to break down and you went to pressure wash it you would start having big sheets of paint flying off.
Im not arguing with anybody. If anything I agree with you. Its called body work for a reason. Its 95% prep, and 5% paint, more or less anyway. You are 100% rite. You have to do the proper prep work before paint. If not, the kind of things that happened to your truck, are going to happen. First off, color does make a difference. White is one of the easiest colors to work with. Like I said before, you have to go to the paint - body shop, and go see what they are all about first. The truck has got to be sanded down first. That was kind of my whole point to start with. Its all about the prep work. I guess Im lucky enough to have a shop where the owner cares about there work, and still give a fantastic price. With the owner who has maybe 40 years doing paint and body work, he knows what needs to be done, and how to do the job at a minmum cost. Do I have a $5000 paint job, no. Does my truck look show room fresh, yes. I put my truck in our local car shows almost every weekend. It gets a lot of attention, and comps. Does it look a good as that $100,000 vette with ceramic clear coat Im parked next to, no, but it gets the same amount of attention if not more. For a cheap paint job that was done in 2013, its still holding up very well, but I do admit that I keep it up with buffing and polishing too. Also my truck lives outside, and is my daily driver. Where I go, it goes. Back to the OPs question, no there is no easy fix. It has to be sanded out and repainted, and not just in spots. The whole truck needs to be done. You can however get away with not doing between the bed and cab ( so you dont need to pull off the bed, and under the hood, oh and the inside of the doors) as long as you do the same color. I know they sanded my truck with air sanders, and things like the body molding, and tail gate banner, they taped off. These are the things that drive the cost up, when they have to start removing moldings, pulling off the bed, doing the prep on the inside of the doors, and under the hood. It takes a lot of extra work to do that, so the price goes up.
