No 4th gear

check the tv (throttle valve) cable adjusment and make sure its not broken or binding.
TV cable adjustment on a 700R4 is super critical.
It controls line pressure and shift points.
Do not drive it until you get the problem sorted.
That is a sure fire way to smoke a 700R4 and the weakest part of the whole system.
I know, back in the day I baked 2 of them before I figured it out

Since it’s shifting at ~2200 rpm at slight throttle should I be loosening it up? I just left it as close as I remember it being.

There is a real specific procedure for tv cable adjustment and a bunch of videos on the subject.
It is a very touchy and critical adjustment but not difficult to do.
Your prior adjustment is meaningless since its been rebuilt.
There are some other things that can cause your problem but the tv cable is the place to start

I’ve been playing with it back and forth and i got it to where it’s now shifting at ~15 mph. With this adjustment the shift to third is very weak and it’s shifting at 25 mph into 3rd but after that it won’t shift into 4th no matter how fast I get it to go, It’ll just stay in 3rd even when I’m going 50 or 55 mph

I'm not a transmission expert, I'm pretty good at blowing them up though. It sounds like your 4-3 valve isn't shifting properly but, I'm not sure. One thing to do before you tear into it is, remove the governor and make sure it's working properly - gear OK, weights operate smoothly and valve inside goes up and down easily when moving the weights. Here's some good reading on how these transmissions work. Once you figure it out, let us know because I have an issue with my stage 2 (600HP) trans - it won't go into 3rd @ WOT but it'll shift fine at light to 3/4 throttle. These transmissions aren't supposed to shift from 3 - 4 at WOT either.

OOPS! the file is too big even when I zip it. I can't remember where I got it, sorry. Here's a couple pages relating to the 3-4 shift.

I appreciate the reference, now I have to figure out how to read whatever it is that this is lol
Would it be bad to continue to drive it in just drive? How quickly would mine blow up lol

I can't help you there. Just keep your TV cable tight enough so you get good shifts 1-2 & 2-3 anyway (tighter is better than looser) but, take a look at the governor 1st. If you jack up the rear of the truck it won't hardly leak any fluid when you pop off the cap.

Im not a transmission expert either but ive been dicken around with them since the 1980s and I can tell you for a fact that you run a serious and likely risk of smoking that thing.
My first disaster was a 1983 K5 Blazer so first gen 700R4.
It went out on the top of a 600 foot tall ridge in Arizona. In August. About 2 feet from the edge of the cliff.
It smoked it so bad it warped the case.
Not rebuildable.
Looked like a bbq pit inside.
Thats how hot they can get if you dont have enough pressure.
It was caused by a binding TV cable.
If you drive it, which I really dont recommend.
Put it in 3rd instead of Drive.
Its been awhile, but I seem to recall that one of the detent balls in a 700R4 is notorious for getting punched too far into the plate and causing shift problems.
And also like any auto trans, they need to be spotless almost surgically clean when you rebuild them.
Any crud will get pumped through the system and cause problems.
Go online and see if you can find a 700R4 troubleshoot list I know they exist.

I’m gonna look into what PlayinWithTBI said and see what to do about the valve body. Hopefully my problem is there. I don’t think it’s the tv cable binding cause I’ve replaced it already once before and when I installed it once I had rebuilt it and I checked it to make sure the cable was free. I had been driving it almost every afternoon for about a month like this and when I went to replace the servo yesterday the fluid that came out of it was about as clear as when I had put it in. I think by now it would’ve been toast had it been something too bad.

Did you flush the trans cooler and lines when you rebuilt it? It might be worth it to pull the pan and see if the filter got plugged.
It doesnt take much to plug them up and you can also look at whats in the bottom of the pan.
A little glitter after a rebuild is normal.
Big sparkley vegas hooker glitter is bad
And, sometimes just a fluid change will break enough crud loose
