1995 Suburban 2500 - I have some deterioration on the fender flares. Needs to be sanded and filled in some spots, then primed and repainted. These look like fiberglass and are not flexible. Can anyone suggest the primer, paint, and any tips? If there's a good thread you know of, please help me find it.

Easiest thing to do is tape off, sand and prep, self etch primer and rustoleum bedliner- if you are OK with black.

If they are rigid plastic they will use the same paint products as the sheet metal. If they are flexible they will use the same paint products as the sheet metal with flex additive added to some products.
Bare plastics may need adhesion promoter.
Find a major paint brand that is sold local to you, read and print all the tech sheets prior to purchase of product.

talk to the folks at an actual auto body supply store.
They can give you all kinds of options and a lot of them can mix up cans of spray paint in any color, single stage or two part, for like 20 bucks a can.
Extra easy if you have a paint code

Actually there's a body shop right down the road where one of the Paint Artists just restored his own ~ 1995 Sub. I'm gonna work out a plan with him to help clean up my exterior mess. I need a grille fascia and fill plate, got dents in both bumpers, lots of panel mismatch, dings, dent from trailer cramp, and I want a custom hood with some cooling vents or scoop with fan. I'm gonna make this guy a deal he can't refuse. lolol Let suggestions fly if you like.

I'll add that if allowed by the paint manufacturer, adding flex additive can increase the chip resistance of paint products.
When I did the bottoms and hood of the Sierra I added PPG flex add to the surfacer, sealer and clear to help with chip resistance.
Since I painted it at different times, I did not bother to add it to the areas not prone to rock chips.
