Steering Wheel Won't Lock

My 93 c1500 Silverado steering wheel wont lock, is it supposed to? Never thought anything about it, until I got an alignment and was told that it's broken. Anyone know what the parts are that handle that function? On another note my truck can shift out of park without applying the brakes, is that a bad sign?

There is a lock plate under the steering wheel that is splined to the column, when the ignition key is in the lock position there is a plunger that engages the lock plate to keep the column from turning. As far as the shifting out of park there is not an interlock on the early trucks.

Truck may have been stolen before via column break, and the column not properly repaired. Also, if it's a tilt column be sure the tilt knuckle isn't loose. Videos online about tightening those bolts up may give you an idea of how the lock plate and pin work together. And what Unc said about the shift lock...didn't hit the GMT400 scene until interior redesign in 1995.

Went to the junkyard today and took off the locking plate and pin but didn't really see how the pin went since it fell. Anyone know what that is?

What are the signs of a loose tilt knuckle? Steering wheel is solid, just has a little play when turning, but I'll be tackling that issue soon.
