if there were brakes put on and the person who put them on pushed the fluid back to fast he could have busted the sensor which will cause the light to be on
Huh?

Both times my vehicles have had the ABS warning light on, a wheel speed sensor wire was damaged.

In one case, the copper wire was corroded inside the insulation. The insulation had a small cut, and road splash got inside. I had to cut a foot of wire out to get back to wire that was copper-colored (clean) enough to get solder to stick to.

The other case the wire is just plain torn in two. Haven't fixed it...yet.

The tone ring is what the sensor gets its reading from. Think of it as a gear. On our bearings I don't know of anyway to check it since it is inside the wheel bearing. You might be able to pull the sensor out and look in there while turning the hub and see it but I don't think you will see much. There might be enough wobble in your bearing that it causes it not to read right.
