The weep hole is just an indicator, the inner seal needs to be changed. That outer one you see is actually just a "dust seal," and isn't meant to hold the oil in.
I've personally had this transfer case - transmission "fluid sharing," problem. If you care to hear the whole story, you can DM me. Check your transfer case against the fill plug and the transmission against the dipstick independently.
