Initial guess based on the problems that most people have with electrical issues in these trucks is bad grounds. Probably corroded ground wires and/or connections.
If you go here there are wiring diagrams. It doesn't look like there is a full wiring diagram manual for the 94...

I just did this on my truck last week. I used an air stapler and then bent the ends of the staples over. Went together pretty quickly.

I think I found it. Part #15548585. Discontinued so looks like I need to find it at the junkyard. Haven’t seen a manual transmission at my local junk yard so probably need to look at others.
My Dad bought my 92 new and the Chevy dealership replaced the AC controls at some point in 1995. The control module has 6 buttons and manufacture date of 01/30/95. Part #16177075 Service #16177555
Dorman lists it as the same part for pretty much every model truck. Not sure how accurate that is...
Did you see the section that starts with Blower controls? Just scroll down after that somewhere in the 160s. I have the page printed off and it says 166.
I would figure out why those wires are cut and use the diagram in the manual to repair the circuits. Or really get the wiring harness from the heater/ac box at the junkyard.

That red/lgreen/dgreen connector goes through the bulk head and the red goes to the battery junction block. lgreen/dgreen go to the ac pressure cycle switch. Its in the file 1992_ST-375-92-EDD_Chevrolet_CK_Wiring_Manual section on AC starts on page 159 (really 162 in the PDF). Diagram is after...
