is it ok to use loctite 592 on coolant sensors threads, in the sense of ground conductivity?

I don't use loctite on anything, let alone something like that. Sillycone is all I would use on that since it is going into a water port.

I use thread sealant on everything that goes into the water and oil passages including, head and intake bolts, water pump bolts, Oil and CTS (Coolant Temp Sensors). On TBI intake manifolds, the 4 center bolts are known to seep oil while the front and rear 8 can leak water.
