No. Rating (the R) is irrelevant in calculating actual weight. Just like GVWR isn't what your truck actually weighs, it's a theoretical limit to what your truck is legally allowed to weigh, trailer weight ratings are what that trailer is allowed to weigh. These are calculated based on materials, options, tires, suspension, axles, etc.
Understood. Sometimes Im a little slow on the uptake.

Another thing is combined axle weight. My f550 is 19k gvwr so a tandem axle trailer with 3500lbs axles puts me at 26k.

How is it that the 12v cummins guys can regularly get 40k license plates and insurance and tow 3 or 4 cars on a 53' gooseneck across country when their trucks arent rated for much more than our 1-ton dually's?

Newer 3500 diesel trucks are rated to tow in 37k pound range, as long as payload stays in 7-8k range on the rear axle

sorry missed the 12v part, but did not think they can legally get that as they are limited in similar way. Mostly ever see newer 3500 trucks running

Plates are another category of limit. Just because your vehicle is plated to run up to a certain weight doesn't mean that the combination can exceed the vehicle's rating.
The hotshot guys you're describing take their chances by going around scales, or operating in places where scales are less common. Trust me when I tell you that many if not most of the trucks you see on the road are overweight and overtime on their logs. The law can't catch em all....
