Yes it's spinning. I visually verified that by turning it over with the cover off.
You've been asked if there's spark at the coil, and if the distributor is spinning. You've never answered if you have spark at the coil.

The timing is set to TDC on NR. 1 cylinder too.
How would you change the timing on a Vortec 5.7L?

The fuse was good on the distributor cap too.
There's no fuse on the distributor cap.

yes to both

idk. I'm just verifying it to rule it out.
There's no fuse on the distributor cap.
When you take the first cap/cover off that the wires are attached to, there is another cap on top of the rotor/shaft with a fuse.

Sorry, I misunderstood you then...I understood you didn't have spark at the coil, but not at the spark plug boots?

I think you are confusing that "fuse"; that's the camshaft position sensor. It's inside, right below the rotor and visible when you remove the distributor cap.

I've got a distributor laying around at home...will send you a picture when I get back to make sure we are talking about the same thing.

No, I'm not confusing it. I know where the camshaft position sensor is. I did however, remember that wrong lol. Looking at the picture I have. I was remembering a fuse on the top of the rotor cap, but it's just this blue square that looks like one. Idk why I was thinking of that as a fuse lol. See attached.

Edit: @Schurkey You are absolutely right, sir lol.
