You're not wrong, but some states are more uppity than others when it comes to weighing folks and pulling them over. NY being one of them for sure.
It's also situational as well. Here in Illinois I've seen DOT cops set up portables outside a drag strip, weighing and measuring trucks and trailers coming in to an event. Wrote several tickets. Dunno who pi$$ed them off, but while they don't typically care about non-commercial vehicles, the rules still apply.

Does any GMT-400 rate that high other than the C&C and HD?
Pretty much any dually is gonna be 10k+ rated.
Absolutely any 3500HD.

If you're unsure, check the sticker in the driver doorjamb.
I had to look at my new-to-me 2500 chassis cab. There's an aftermarket sticker on the wall on the back of the cab. It says 8600, but at least I know...

I have a 96 dually with 5/7 kit and helper bags . When you do the flip kit you remove the extra leaf that is arched more and has the bumps on the side of the frame for heavy loads . After all that ,my 1ton rides really good . Not harsh at all . Just try that first . Free and easy is always best.

Well, I had spent some time 'going the other direction' and was looking to put heavier springs on my C1500. The most I could go up to was 3/4 ton. The 1 ton were too long to fit.

So, my thinking in turn is the 1500's would in turn be too short for you. Might have to at least extend the hangers there. However, if you could get a set cheap enough, then you could try and let us all know how it went. Also, depending on the truck version (1/2, 3/4,1 ton) the airbag fitment is different in minimum and maximum length of the bags and where they mount on the frame and axle. All that could be a challenge achieving your desired ride height and comfort level.
