Yeah that's what I meant by "built". I.e. everything it would need to be a clean and reliable daily driver with the goodies.

I wouldn't offer but $1000-$1500. Popped hood in for sale pictures is a huge turn off for me.

Gah.... the auction houses around here do that! You never know for sure if they left it popped while taking pictures, or if it won't shut for some reason. I don't know why they do it.... laziness? The one auction house, I'd suspect they were trying to hide something, but the other one takes huge amounts of pictures and shows everything except the Taco Bell bags and receipts under the seats, so I can't see them purposely hiding anything.

As a fan of the 6.5TD I like the truck. Here in SoCal that truck as is would be worth 1-2k.
The truck is only worth what people will pay for it. And these trucks are basically a street ride awd. They can crawl alright but whoops and jumps not. Nice tow rig but never over heat a 6.5 or 6.2 diesel. Ask me how I know!

The trans aside if the engine idles ok pop of the oil cap and see if she if puffing like a Choo Choo train. Also grab the top of the front wheels and pull out/push in a few times to check for ball joint slop. The bast way to lift a GM ifs is to cradle it. Cradle and torsion lift usually is a problem. But I'd buy it for a grand and resell it.

If it was built reliable and had clean paint and had the rarer TD and was almost show room it'd be a 5-7k truck. It was someone's baby not yours. Do not pay for their emotional attachment

If it runs and drives good that'd be a 3-5k truck around here. What would I pay? I'm broke. I'd trade you for a '99 Suburban with a cracked block and an '03 P71 Crown Vic with a seized engine. If the truck were really nice I'd throw in an '06 Beetle TDI that runs but needs a turbo.
