8.1 came out in 01. You could get a GMT400 based C3500HD with an 8.1 in 2001 and 2002. The L21 was also a 454 with coil packs and drive by wire.
You mean a 3500HD. No 'C' as there were no factory 'K' models. Sorry; couldn't resist..

Oh and the L21's were in medium duty trucks.

I'll give him the benefit of the doubt. For example, I know that the 3500HD was slated for 5.7 availability when designed but had never, ever seen one factory-equipped. It just didn't make sense to me that anyone would ever want that. Based on my experience, I did not believe they existed...until I (finally) saw a few examples of undeniable 3500HD VIN tags indicating a 5.7 original engine, ruling out dismissing them as simply being swaps in place of a dead 6.5td.

So I won't say "never happened" ... but I also won't say "happened" until I see a tag. :)

Next time you're stumped post pics or VIN. You were looking at a run of the mill GMT800 2000 Silverado 2500 or 3500 with the stock 5.3 engine..

No such animal exists....2500 or 3500 had 2 gas options, 8.1L and 6.0L....they didn't build them with the 5.3L.
