Transmission slipping

Worn out 3-4 Clutchpack or bad Torque Converter.

WTF does this have to do with it not wanting to shift into 2nd? And WTF does the torque converter have to do with shifting at all?

The only thing off the top of my mind that 2nd and 3rd share are the servo. My servo shaft had a ridge built up on it, easy enough to pop it out and look for visible damage.

I had that happen on the 1st gear solenoid in a 4l60E in a 99 Silverado. You'd put it in gear from park and you'd have to give it gas to raise the pressure before it'd slam in to gear like a neutral drop.
