PD seconds are ones that have been installed on the Tahoe's (at least around TEXAS) and the Tahoe are then sold at auction, with the radios and State, county or city removed

It is a Smittybuilt pre runner. It comes with an aluminum skid plate that bolts onto the tabs that stick out. I used to have one in my truck. Smittybuilt discontinued these back in the early 2000’s
