scan tool not communicating with engine computer

My obd2 scan tool is unable to communicate with the engine computer and I have a ses light and I'm due for an inspection this month. I've removed the engine harness and I sent it to a friend to get checked to see if its getting power. I got it back yesterday and he says its getting power all the way through. I've also tried swapping the computer out of another 96 L31. Help would be much appreciated! Thank you!! the truck is a 1996 K1500 with the L31 Vortec 5.7

Check the cigarette lighter fuse, if you haven't already. If blown, that's your issue with communication.

The fuse to the lighter is not blown.

Did you check the scantool on another vehicle to make sure it's not a cable issue, or perhaps a blown internal fuse?

I used my dads scan tool and I tested it on his gmt420 Tahoe

got the scan tool communicating. pulled red pin plug 58 I believe and ran it separately through the firewall to the ecm
