NP 243 All Buttons Stay Lit, No 4wd

On my 98 K2500 all of my 4wd buttons stay lit and pressing them does nothing. I tried pulling the TCCM fuse and after you do this and turn the key on the 2Hi light comes on. However, if you press 4HI all three buttons light up solid. I tried checking for codes and with the #13 pin grounded all three lights stay on. Any suggestions? I've search high and low over the internet and I did not see anyone else having this problem.

sounds like bad encoder motor on transfer case or if your lucky its the dash switch thats bad

Why won't the TCCM display codes if it's the encoder? I can't just throw parts at this thing.

Still haven't found a solution to this problem. Two new TCCMs installed and after each one it works fine then it goes back to all buttons lit.
