is there really only 1" different between the front and rear of a 1999 c2500 CCSB?

I thinking about getting a coil spacer leveling kit and i figured there was at least 2inch gap between the front tire and fender wheel @ 5inches compared to the rear tire / rear fender @ 6 inches. I have measured it twice and its only a 1" difference, but that just doesnt seem correct. Am I measuring the rake incorrectly?

Most of the time people go with the rear drop shackles but your saying your truck is higher on the front end I don't know.
