Those are shackle mounts, but some people call them D-ring mounts because the shackles, some people call D-ring's lol.

Yea I grew up calling them both that's shackles are what I want to put on

Well that, bolted to some 1/4 plate, bolted to your frame would do the trick.

Or you could weld them, what type of welder do you have?

It's my buds. He's got everything he's a nuclear maintenance mechanic welder out at the nuclear power plant nuclear maintenance mechanic welder out at the nuclear power plant But I think if I get two of these WARN 62041 Steel Receiver Shackle Bracket https://www.amazon.com/dp/B000CQBMAY/ref=cm_sw_r_cp_awd_m-CbxbSJAMBV3 and drill press two holes on the other side and bolt it on it should work just fine.

No all I would have to drill is the hitch showed in the link the frame has the stock holes
