brake tail light issue

Hello everyone, I'm Omar new visitor to the forum. Hopefully I'm posting the right thread. I have a 94 chevy pickup k3500 dually LWB. my issue is with the tail lights & brake lights. When I turn on the running lights & headlights the tail lights do not come on, also the fuse is hot. the body of the fuse is melting. the wire behind that fuse is not melted or frayed. I suspect this can be a ground issue or short somewhere. Right now I have disconnected the the tail light circuit at the rear of the bed to start eliminating possibilities. Any help would be great. thanks!

The fuse is melting yet it does not blow? That is usually an indication of corrosion in the fuse holder causing it to arch witch makes heat and melts fuses. Did unplugging the tailamp harness help?
