98 k2500 5.7 fuel issue

Hi guys have an issue with my truck new to the chevys so ill just tell you guys what happened and what all i know which isnt much. I have a 98 2500 vortec 5.7 5speed was running and driving fine no issues pulled to a stop sign and tried to pull away and the truck was off and would not restart so i sprayed starting fluid in it started and shut off, so i assumed fuel pump replaced it with a cheap one, has a new fuel filter the lines are not leaking and i am getting 35psi of pressure at the rail obviously too low and its not dropping and when i block the return line the pressure doesnt raise any higher just need some kind of help i need to get the truck back on the road

Sounds lile your "cheap" fuel pump is gonna make you do the job over for a second time...
