4x4 problems

I have a 91 z71 that wont go in to 4x4. the actuator is brand new and expands like it should and the drive shaft spins but the front wheels still wont spin. the light on the floor also flashes when i move the truck in four wheel drive. any ideas?

Linkage maybe? Im sure somone will chime in.
