I have a '90 454SS and want to change my moonies cluster to a needle cluster with a tach. If I order a '91 454SS needle cluster with tach will it plug in?

It should. I'm not sure. If you are wanting to swap clusters and can swing it, I'd look at Dakota digital.

@someotherguy would probably know. Here’s a link that looks to have some information on it.

Finding the 91 cluster is probably the hardest part.

Absolutely the hardest part is finding one. The regular (non-SS) 1991 needle cluster is rare enough already. A 1991 454SS cluster is super hard to find and will be $$$ if the seller knows what it is. Just be aware if you're ordering off some site like car-part, most of those salvage operations really don't have a clue what they're looking at and any cluster is the same as the next. I thought that years ago I could find a 454SS cluster that way and each "maybe" was a complete dead end with a regular truck cluster.

You can absolutely do it; for a 1988-1991 model truck the 1991 needle cluster is the easiest way to put needle style gauges in your truck. For 1988-1990 it just requires moving 3 wires around in the dash harness cluster connector. 1991 moonies to 1991 needles are pretty much a drop-in swap. The only real catch on any of them is if your moonie cluster was the super bare-bones idiot light cluster instead of gauges, then you'll need to change some sending units, too.

1992-1993 454SS cluster can be swapped in as well but it's a much bigger job as the wiring and electronics are totally different. You'll have to add a DRAC module and its associated connector hacked into your existing wiring, change the connector for the cluster, etc. PLUS find the cluster to begin with. 1992-1993 454SS are the lowest production numbers of all years.
